In the Cub Scout Leader Book, it says
Crafts are an important part of Cub Scouting because they help a boy:

  • Learn new skills,
  • Follow Directions,
  • Work with his hands,
  • Appreciate and value materials,
  • Use and care for tools.

The Toy Soldier Factory Make and Paint workshops covers it all.
